Decision to issue the Open Invitation Part 2

4/26/2023

The Swedish Post and Telecom Authority (PTS) is publishing the rules regarding the auction procedure and the conditions to which licences to use radio transmitters will be subject, in the assignment of licences in the 900 MHz, 2.1 GHz and 2.6 GHz-bands. PTS is hereby taking the next step before the execution of the auction, which aims at an efficient use of frequencies, thus contributing to the continued digitalization of Sweden.

Adjustments after consultation

During January to February 2023, PTS carried out a consultation of the proposed rules and conditions. The authority has made some adjustments and is now presenting the final rules and conditions.

- The opinions received have led to a number of minor but important adjustments which, overall, have improved the quality of the Open invitation Part 2. PTS has considered the opinions and we have, among other things, adjusted certain conditions for protection of train communication adjacent to the 900 MHz band.

- We have also removed the condition that each mast must cover at least 100 squares, in the conditions for coverage and deployment in the 900 MHz-band and adjusted the conditions regarding payment of the auction proceeds. The rules and conditions are thereby finalized and those who have applied to participate can now confirm their participation. The assignment aims at an efficient use of frequencies that contributes to the continued digitalization of Sweden, says Anna Beckius, head of the spectrum analysis unit.
