Theme during 2025 – Satellite D2D
During 2025, the forum will focus on gaining a clearer understanding of the industry's needs for radio spectrum concerning satellite services Direct-to-Device (D2D) and future service offerings in Sweden.
The questions we seek answers to from your organisation include:
What are your future spectrum needs for satellite services D2D?
You are expected to describe which frequency bands and frequency bandwidth you will need over the next 5 to 15 years. This includes providing us with information on your needs for:
- Uplink and downlink for customer access
- Uplink and downlink to gateway
- Uplink and downlink for telemetry tracking and command (TT&C)
- Inter-satellite communication
We would also like to receive a description of how your satellite system is structured and how it will use the frequency resources.
Do you have a need for changed regulation to enable an effective service offering?
We would like to hear your view on regulatory issues that may impact your service offering.
Which services do you expect to offer in Sweden within each frequency band?
You are expected to describe the services you plan to offer in Sweden within each frequency band. This includes providing us with information on:
- Which parts of Sweden you expect to have coverage in within each frequency band?
- What services will the coverage enable?
- What services you plan to offer in Sweden?
- Whether you will transmit and receive traffic via gateway earth stations in Sweden?
Why should you participate?
The information that we receive from you will serve as an input to our long-term spectrum planning and could therefore lead to;
- changes in the so-called Swedish Frequency Plan.
- changes in Swedish positions within international harmonisation.
- a more complete picture of the market on which we base our internal analyses and decision-making, which in turn can affect the national politics in different areas, for example broadband.
- a better understanding of how the market for satellite services D2D is developing.
What will your participation look like?
- Your organisation registers its interest to participate to PTS.
- We invite your organisation to a preparatory meeting. This meeting will provide further information on the purpose for and methodology used in the second meeting.
- We will then invite relevant participants from your organisation to a digital, bilateral meeting where we will discuss the aforementioned questions.
The preparatory meeting will take place as soon as possible. The bilateral meetings will take place in May or June. At the latest in August or September. Both meetings will be held in a digital format.

On the Need for Wireless Communication
The ongoing digitalisation of society is increasing the use of technological solutions, such as connected devices (Internet of Things, IoT), autonomous vehicles, and other equipment that relies on wireless communication. Radio spectrum will continue to be used in more and more areas to connect people, systems, sensors, vehicles, and other things. When new needs arise, PTS requires information from market stakeholders about future spectrum needs to effectively plan spectrum management in the long term.
Previous Themes in the Technical Forum
During the autumn of 2024, we focused on gaining a better understanding of the needs for radio spectrum for satellite communication services for FSS-use (Fixed Satellite Service). Several bilateral dialogue meetings were organized with both national and international market players.
